Yutathavy Chhoeun
Senior Program Associate (Partnership) & Deputy Chair of Women Empowerment Working Group
Yutathavy Chhoeun is Senior Program Associate with the Division II (Partnership) & Deputy Chair of Women Empowerment Working Group, and concurrently the Cambodia Liaison Officer at World Order Lab. She is also a Program Manager at AYO Enviro.
Vy holds a Bachelor's Degree in International Relations from the Institute for International Studies and Public Policy, Royal University of Phnom Penh in Cambodia. She is also enrolled in the “ASEAN and the South China Sea: Contested Space, Diplomacy, and Regional Order” Summer School 2026 at Universitas Gadjah Mada in Indonesia.
Vy previously worked as a Public Relations National Intern for MangoPPP Project at GIZ Cambodia (2025 - 2026), a Program Officer at ASEAN Youth Organization Cambodia (2024 - 2025), and a Young Researcher Fellow at Center for Southeast Asian Studies of Institute for International Studies and Public Policy (2024),
Yutathavy's research interests focus on ASEAN regionalism, Southeast Asian security & regional governance, maritime security, international human rights law, international law, peace and security, economic development, non-nuclear proliferation, environment, and youth participation in policymaking. She is particularly interested in the intersection of diplomacy, sustainable development, and inclusive governance, with an emphasis on advancing regional cooperation and strengthening policy engagement across Southeast Asia.
