World Order Lab’s Deputy Chair of Non-Proliferation Working Group Maula Mohamad Haykal participated in the the FOIP+ Dialogue 2026 held virtually on October 17 - 18, 2026. As one of six finalists for the inaugural Abe Shinzo Award, Haykal presented his research as part of the FOIP+ Featured Papers.

The dialogue was convened by the FOIP+ Organizing Committee, the Abe Shinzo Digital Museum Project, the Abe Shinzo Institute for Indo-Pacific Studies (ASIIPS), and the Institute for the Free and Open Indo-Pacific (I-FOIP), with support from the Ministry of Foreign Affairs of Japan. It was held to commemorate the 10th anniversary of Japan’s Free and Open Indo-Pacific (FOIP) vision.

The event brought together academics, former government officials, and other experts from Indo-Pacific countries. The program included presentations on Indo-Pacific country reports, a research spotlight, a panel discussion, and thematic presentations. It also featured the awarding of the inaugural Abe Shinzo Award, followed by research presentations from the award recipient and finalists.

Haykal presented a paper titled “Potential ASEAN-Japan Collaboration for Regional Missile Test Confidence- and Security-Building Measures.” The paper explores the possibility of establishing a Regional Missile Test Confidence- and Security-Building Measure (CSBM). Such a mechanism would help prevent inadvertent escalation caused by missile tests in an increasingly militarily capable Indo-Pacific.

What are Haykal's key takeaways and observations from the dialogue?

"The idea of free and open Indo-Pacific is becoming increasingly important as great power competition intensifies and the rules-based, multilateral world order regresses. Its realization will depend heavily on ASEAN and other middle powers such as India and Australia. I also came away convinced that the participation of both senior researchers and young scholars from Indo-Pacific countries is essential to the future of FOIP." --- Maula Muhammad Haykal, Deputy Chair of Non-Proliferation Working Group
