Than Tran Bao Ngoc (Sky) is Senior Analyst (Coordinator) with the Transatlantic Desk at World Order Lab. She is currently pursuing a Master of Arts in Human Rights and Multi-Level Governance at the Faculty of Economics and Political Science, Università di Padova in Italy, as a recipient of the Italian government's 'Invest Your Talent in Italy' scholarship.

Sky holds a Bachelor's Degree in International Relations from the Faculty of International Relations, Academy of Journalism and Communication in Vietnam. Additionally, she completed an exchange semester at the College of Liberal Arts and Sciences, University of Maine in the United States, as a Global UGRAD scholar under a U.S. Government scholarship.

Sky's professional experience spans government reporting, development outreach, and public diplomacy. She previously served as a Reporter for the International Economic Integration column at the Trade and Industry Review within the Vietnamese Ministry of Industry and Trade (MOIT), where she analyzed global trade law, supported the Deputy Minister in international stakeholder meetings, and published policy- oriented articles. She also gained experience in post-war reconciliation models and public diplomacy through internships at USAID Vietnam — assisting the Mission Director during field visits and producing communications content — and at the U.S. Embassy in Vietnam's Public Affairs Section, where she organized major diplomatic events and led youth engagement programs.

As an active participant in youth diplomacy, Sky represented Vietnam at the United Nations' ECOSOC Youth Forum at UN Headquarters in New York. She has represented youth delegations across intergovernmental forums funded by the ASEAN Foundation, the ASEAN Inter-Parliamentary Assembly (AIPA), the ASEAN-China Cooperation Fund (ACCF), Japan's Ministry of Foreign Affairs (MOFA Japan), the Japan International Cooperation Center (JICE), and the Ministry of Foreign Affairs of Vietnam (MOFA Vietnam), including the Model AIPA Meetings in Malaysia, the ASEAN-Japan Students Conference in Japan, and the ASEAN-China Young Leaders Program in Cambodia.

Her research and writing focus on human rights, international governance, global trade, and beyond. Her commentary and policy analyses have been published across outlets such as Eurasia Review, Modern Diplomacy, and Industry and Trade Magazine. Outside of her academic work, she acts as a speaker and coordinator for SEA regional youth initiatives, having served as a speaker for MOFA Vietnam's "Gen-Z With Diplomacy" seminar and as Co-Director at the Asia World Model United Nations.
